I kill invasive species whenever I come across them around my house and can legally do so. I figure that each one that I kill opens a spot up for a native species to survive. For example, purple martins, a native species that loves to eat mosquitoes, have to mainly rely on artificial housing in order to survive as a result of the starling infestation.

Furthermore, I hate Shakespeare for multiple reasons now upon learning that some dumb group way back when thought that the U.S. needed to have all the birds from Shakespeare's works and then went & introduced them. That's how we ended up with house sparrows, starlings, and other pests.

Is it possible to slip a pair of scissors under the cement stuck to his feathers? Cutting the feathers off down to the skin to get the cement off won't hurt it, and the feathers will grow back.
 
Put a heat lamp and a towel on the tank. A bird in shock needs to be very warm. The closed eyes, puffiness and panting are signs of shock. I think that cloth MUST be cut off or even yanked off, because wild birds have about zero chance in captivity. Then, place the bird in a protected area (maybe your back yard?) under a bush to give it the best chance for survival. It will starve itself in captivity.
