how can you not conclude anything else going off the video in the op?
The only thing I concluded from that video is that it was cut and pasted to suit/match the reporter "horror" story.

9:42: he asked the girl to get out of the pool. He had a towel over his shoulder. Perhaps he wanted to called it off, may be lunch time?
9:44: he threw her in the pool. Perhaps, she wanted to do the cannon ball before done for the day?
10:07: he threw her in the pool again.
12:03: they came back, and he put her in the pool
12:12:37: he threw her in the pool
12:18:12: he threw her in the pool hard. She cartwheeled in the air before she hit the water, but she came up. This must be the reporter favorite moment, because it was shown three times in that video, at the beginning, halfway, and at the end
12:18:33: he threw a floater in the pool for her. Perhaps, even him realized that he made a bad throw few seconds earlier
Now, does it look like a "stepfather" repeatedly threw his "stepdaughter" in the pool for an hour and half? Or does it look like he drown her, because I didn't see any drowning in that movie? May be due to graphic content, they didn't show the moment that girl was drowned, she could came back to that pool by herself at that moment. Whether he did or did not drown her, there's a video of proof, but it's clearly not from those cut and paste clips shown in the op
