I'd say no. They will whittle each other down in a small school and reaching 4"+ they'll be rather overstocked too and cramped.

Rather get something like a 55 gallon to comfortably house 20 or so with enough space for everyone

20 is too small for exodons, If you kept them you would see why. They are extremely active and would tear each other apart confined in a 20.
How about a single pair of altolamprologus compressiceps? They are predators and are quite beautiful. 29 would be better but do-able in a 20. I would buy them small, they take forever to grow and would be good in the small tank for wuite a while.
