Yes governments do go back quite a long way but they have not always existed. If you are of the evolutionary mind at some point we changed from something to become human. At that point there was no government. So did we have an idea of right and wrong at that point or were we still on the eat or be eaten mind set? IF so when did we begin to understand the difference between right and wrong or is this a moral code that has been given to us?
it's an interesting question, and one that i can't answer. there are civilizations that were more in-tune with nature, and only killed out of necessity and did not let any part of the animal go to waste. and on the other hand, there were other early civiliazations that killed animals purely for entertainment.

Sad part about this is it happens on a daily basis. Domesticated pets are simply over populated. Other countries dont view dogs and cats in the same regard we do. What's more humane, Letting these animals starve and suffer and die of disease or letting them drown peacefully. I dont agree with the drama effect of being tossed into the river like trash, but other countries dont have the resources to care for these animals or to put them down humanely. Its the sad truth in the world we live in. Get over yourselves people.

CNN said her actions were a crime even in her country and that they are looking for her.

I think the part that bugs me most isn't that she's killing them (although she could have found a quicker way to kill them where they wouldn't have to suffer), but it is the fact that she and the camera holder seem to be enjoying it. My uncle owns a pig farm and sometimes he has to cull the litters for whatever reason but he doesn't haul off and throw them in a river, he makes it very quick for them. I think if you HAVE to kill something a) you shouldn't be laughing and b) you should find a manner in which they can go 'peacefully' (aka a manner in which would cause the least pain and suffering). Think about it would you rather be drown or clubbed in the head?

Let's look at this objectively:

She could have been teaching the puppies to fly.

She could have went and retrieved them afterwards.

She could have been feeding her fish.

She could have been a very sick individual whose Craigslist ad about free puppies never got answered.

We will never know. :(

hahaha, as horrible as that is, great post

its sad and disgusting, at least they probably didn't suffer long.
the worse part is there is A LOT worse cruelty going on all over the place and NOTHING is dont about so much of it makes me sick.
