A 15g is a good start. Use a 20g to rear the fry and operate it with sponge filter and heater (unless room temperature does not lower itself below 76 degrees). If you hope to grow the babies fast as feeders, you'd have to increase temperature by at least 80 degrees, feed small amounts of foods several times a day and compensate their amount of wastes for several water changes.

It's possible but it depends which tilapia you are talking about. You would be better off with convicts as these are smaller therefore you won't need large setups to breed and then rear the resulting fry.
