mutations like that only happens in comic books and in movies. in real life if you're exposed to high amounts of radiation you'll most certainly end up dying not mutating. i'm not totally sure but i think that clip was made for a video game or something.

Rallys - I don't know, but I would think so. Whoever made this video certainly had resources available to him - the chopper, the infrared, the gun, and so on.

Or he had an imagination and skills in CGI.

I'll ask the nuclear specialist at work if this could happen

As for mutation - it was 4 years between the "fallout" and this video, apparently, so that would give people a chance to ... become mutated/deformed.

It does happen under amounts of extreme disease or pollution...

but really, radiation wouldnt make you stronger it would kill you like everybody else has said. and everybody knows that there arent any gamma rays in Russia anyway........
