Right? I forgot that little asterisk on the law stating the its ok to keep them if they are pretty sweet.
 
TBH its his problem not any one elses, the problem here is the fish's health and why its loosing colour
 
You all just wait. Illegal fish that are endangered should not be kept by hobbiests. Trust me I would love to have one too

Couldn't this person theoretically have a permit for it? I've seen people selling asians with permits and it seemed legal. But I think it was some specific type and not reds. This is all just what I've seen, I'm the opposite of an expert.

You can get permits for Asian arowanas that are captive bred, and it is almost impossible and will cost a fortune to actually get your hands on one.

As for the fish, I would say the move is causing stress and possible an unstable environment. Try letting it settle down. Is it still eating and how are the water parameters?
