Most definately was a festae: has 9 stripes (counting y-bar as 2 and including small stripe on the head). Counted the same way, a Uro has only 8 stripes.
Y-bar attatches at around eye-level on this fish, like a festae (there are a few festaes that it only comes very close to attatching at around eye-level). A uro, on the other hand, the y-bar seldom attatches and comes to it's closest point around the pectorial fin; few would even call it a Y-bar as it very seldom attatches on most individuals.
On top of that, the fish looks and is colored like a young festae. Stripes are thin rather then thick like most strains of uros. I really don't see how the two fish get confused, as they are seldom that similar looking.
Looks like it was a female, but was a little too young to be 100% certain.
