Regulations for certain fish species

In germany laws exist that demand that you make tests to get a certificate so you can have certain animals like parrots, snakes, caimans and so on. Some animals must be registered by the authorities. From time to time a vet comes and checks how they are housed. I think such a law would also be great in USA and for fish. Take the RTC for example. Thats a fish 99,9% of people can in no way hold in their house. You see those small juveniles in the petshops and you know that they will most likely die a slow and agonizing death. I think people should make a test before they can buy such animals and i think annual visits from a vet should be obligatory.
 
I have to say I do agree for the most part. But the example you used is wrong even though rtc get 3 feet pluse so does arowannas and most other large catfish but arowanna is more commonly seen then rtc. Ive seen keep a 4'+ rtc in a 4000 gallon aquarium.

That certificate doesn't need any tests for parrots and snakes...not sure about crocodilians though.

You need a certificate to breed parrots. That test must be done in the "Landratsamt" and you even have a 1 hour interview with a vet. If you don´t pass the tests you get no rings. With no rings you aren´t allowed to breed parrots. Its called Sachkundenachweis

You don´t need restrictions, but the animals. People don´t act responsible. So restriction or complete ban. There must be a solution. Reasonable keepers should get the possibility to have their RTC. But the madness that we have now must end.
 
You know what the role of government should be? As little as possible. This example is no different.
Where does it end?
You need a permit for this fish... $100. Ok, now you need a permit for the tank... $200. Ok, now you need a permit to use your lawnmower... $500.
Don't believe me? Guess how many new laws will go in effect JUST THIS YEAR alone in the US?

500? 1000? 10,000?

No... 40,000!!!

People don't act responsibly... So let's ban fattening food, cigarettes, alcohol, television, etc.
