You are halfway correct. No known animal produces TTX on on their own and at least some do appear to accumulate it through their diet (although the exact mechanism is still not fully understood). However, some animals acquire the toxin via symbiotic bacteria housed within their bodies and/or digestive tracts. These bacteria are not taken in with food, in fact some species have evolved specialized anatomy to house these bacteria.
