It is a shame really. A good attempt. I could see the reason for a high fee$1000 is probably to much though. It would discourage the 'Owh what a big nasty fish crowd' from buying one. I would think this would weaken the system though and allow some to slip through the net as they are not completly illegal.

In the UK we have to have a licence for Channa Argus because realistically that is the only species that could survive in our waters. There is a huge number of smaller Snakeheads that would pose no threat in the majority of US waters, not because of there size but because of the temperature requirements. Could you trust the importers to correctly identify the species being imported? Could you trust the importers to only sell the non risk species?

It's not all one way either. We can't import a large number of US fish, I want a grass Pickeral but they are illegal here.
 
Okay I'v changed a few things to the "Bill", Also along with these I've removed the allowence of Snakeheads to be given to another Permit owner....A GPS Microchip, and yes there really are Fish Vets....And with the help of some of you Snakehead owners I may add a Restricted Snakehead List I.E. Northern Snakehead and sadly potentially the Giant Snakehead, to perhaps only allowing small 2ft and under Snakeheads, also allowing up to 25% of the states to disallow Permits, this is so that states like Florida, or Hawaii can protect their land from any potential invasive species. I think with that added ideal (again high hopes) the Bill could pass as those 12-13 states don't have to worry about Snakeheads at all, and since it is 1/4 of the States it could have a better chance at passing

a. A Keepers Channa shall be given a GPS Microchip ID by an authorized Fish Vet, as to insure the location of Channa
a. The prospected Keeper of Channa must pay a fee of $175 US dollars to receive a Permit
A keeper may only keep one Channa
a. A prospective keeper of channa must pay an annual fee (see section entitled fees) to purchase the Permit
a.A Keeper of this permit will be given a PIN to identify them as a Permit Holder

I decieded to add a RESTRICTED and PERMITTED Channa List plus if any Species or SubSpecies not listed reaches 20" or less it may be housed also how many permits would be reasonable or should there be a minimum set with a maximum set number for those states that accept the bill anyway here is the list
a.) All Channa listed under section A are permitted with a Channa Permit
1. Channa bleheri
2. Channa gachua
3. Channa aurantimaculata
4. Channa asiatica
5. Channa stewartii
6. Channa baramensis
7. Channa bankanensis
8. Channa punctata
9. Channa orientalis
10. Channa Melasoma
11. Channa panaw
12. Channa pleurophthalma
13. Parachanna obscura
14. Channa Harcourtbutleri
15. Channa Maculata
16. Channa lucius
17. Channa pulchra
18. Channa ornatipinis


b.) All Channa under section B are Restricted From Permit
1. Channa Argus
2. Channa micropletes
c.) Any Channa not listed in section A or B that have the potential adult length of 20” or 50cm are permitted
d.) Any Channa not listed in section A or B that have the potential adult length of 24” or 60cm are restricted
