Probably plankton. I went swimming in a bay once and every time you kicked or paddled with your hand it would flash green. It was kind of freaky.

Lots of ocean animals create bioluminescence, and lots of bioluminsecent deep-sea animals cone inshore at night. Coulda been Firefly Squid or, like previously stated, biolumiscent Plankton.
