Do you notice excessive algae? Phosphates are a food source for algae and plants which are both IMO beneficial to your tank. High phosphate levels can be controlled by using ferric oxide to help absorb them. Be careful using it though because like I said it's a food source for plants an algae so you want to lower them, not completely remove.
I suppose it could affect your fishes behavior, but I still think alot of it has to do with the newness of the surroundings. Excess phosphates can be a pain so they are best controlled. They can come in through your local water supply as well. Ferric oxide is your best absorbent but watch dosage as it can lower o2 levels supposedly
