Well, the detail in the picture is minimal, but I would say that those cuts are perfectly normal. As I said, peacocks have that little "feather" on their tail tip.
 
You may also want to consider a soft sand substrate. Eels like to dig and hide. Keeping an eel happy is the best way to keep them alive. Unhappy eels... they end up pretty dead in my experience. Eels are among the pickiest fish you will ever own, even their diet is pretty picky as they are nearly impossible to pellet train.

I know it is being bullied I just can't get a good picture it has bad cuts I need to know how to help those and I'm saving for sand abs I give blood worms
