Some people are just in it for the money, they don't care if the fish they sell are sick.
When I sold fish that I bred, I didn't turn out anything that wasn't a pefect specimen. Imperfect or unhealthy fish were culled. That's not just a fish being sold. It is my name, my reputation, and my integrity that someone is buying. That mans name is garbage
 
As fast as Oscars grow, my suggestion is to get 1 (or a few) young ones and raise them properly.
With couple times per week water changes in a 150, it will be a very short time before any well taken care of Oscar puts on plenty of size, and .... it will not have HLLE.
Most people have no idea the kind of immaculate water quality Oscars get in nature, and need to prevent the scarring, and especially a vendor who cuts corners for profit.
 
If you used a credit card you should be able to go through your CC provider and get your money back that way. It just might take a while to go through. I agree with the others, I wouldn’t get another fish regardless of whether or not you get your money back.

Also, if your sister is willing to reconsider getting juvie oscars, you could go that route. I can’t speak for all Petsmart stores but the ones around me, especially one in particular, have very healthy setups and good looking juvie oscars. The one in particular around me actually employs an aquarium hobbyist to work the aquatic section of the store. He is very knowledgeable and does a great job maintaining the tanks.
