Severe algae problem! please help me!

im having a REALLY bad green algae problem. it started about 3 or 4 days ago and its gotten to the point where i cant even enjoy looking at it. its in a 100gal community tank. ive just been scrubbing and scrubbing and scrubbing and it keeps coming back every 30 minutes like clockwork. i dont know what to do. i tried scraping it off. i have plants in their so im not sure any chemicals will work?
my lights are 260watt power compact so 2.6wpg, lightly planted (in a few days it will be heavily planted because of an incoming shipment). its only been setup for a few weeks and plants maybe 2weeks at most. so i havent put in any fertilizers because the substrate im using says it already has aquatic fertz inside.
will a water change help?

260W on 14 hrs a day!!! What did you expect? Without running Co2 the only thing you're growing is going to be Algae.
108w spread out and Raised a little is all you need.

so how long should I keep the lights off? without killing the plants. and i thought plants need lots of light? BTW, i have my aerator on full blast, loads of current and powerheads,..etc should i be able to maintain lots of oxygen without bubblers, lightly planted, and overstocked? cuz if i need co2 and i dont want it injected then i dont want current, correct?
somebody please help me?

1. 7hrs MAX with the setup you have, I would also consider RAISING the unit (lighting) higher. Approx what is the distance from the light to the substrate?
2. FALSE, all plants have different demands (low, med, and High)
3. Why are you so worried about Oxygen levels? BTW what type of filtration are you running?
