Severe algae problem! please help me!

1. 7hrs MAX with the setup you have, I would also consider RAISING the unit (lighting) higher. Approx what is the distance from the light to the substrate?
2. FALSE, all plants have different demands (low, med, and High)
3. Why are you so worried about Oxygen levels? BTW what type of filtration are you running?

I can't raise the light
I'm not worried about oxygen levels I'm worried about co2 levels with this much water disturbances ontop. Cuz I don't have a diffuser.

But your not running co2, atleast you havent mentioned running it.

You said you have PC lighting, Are you sure? I like you have something else. Can you link me to your lighting system. You are either going to have to run only 2 bulbs or figure out a way to diffuse the lighting, IE FrogBit or RedRoot Floaters.
 
well i have duckweed on top but its a tiny, tiny, tiny amount only like 15 pieces (their each like the size of a couple hair follicles) as it hasn't multiplied yet. as for the lighting system not sure i got it used.
EDIT: it says ODYSSEA 260watt compact fluorescent (this is power compact, correct?) dual strip 48" 2x 65watt cf actinic blue and 2x 12000k bright white light
EDIT: i just looked for it on the site, however it seems the product has been discontinued as all i see is a 130watt 48' model, this light fixture WAS bought used on craigslist
EDIT: just to clarify as previously stated i am NOT running co2 on this setup. and about what i said earlier, when you have alot of surface agitation (hobs do this well, powerheads) the co2 gases dont stay in the water column, instead they go into the air. and oxygen gets into the water column because of surface agitation. so what i was thinking is that with all the air bubblers on full blast and my powerheads running and all the surface agitation their creating i must have like zero levels of c02, so wouldnt lowering my bubblers or perhaps simply turning them off help build up co2 levels so that my plants will grow more? cuz fish creat co2 from o2 and that co2 is then used by plants except its not being used by my plants because theirs so much surface agitation and o2 levels in the tank already?

yeah i know, but ive special ordered bn plec's from my lfs for weeks and they cant find any adult, mature bristolnose. instead, their supplier keeps sending tiny baby plec's which obviously wont work and now they wont special order for me anymore :{. they are so hard to find here. all they have are these giant medusa bn which look like medusa (an ancient greek legend about a woman who was punished by the god of love, the lady you sometimes see in the comic books with snakes all over her head representing the bristols) and they are charging 60$ a fish!
 
The adults won't work on algae as well as youngsters.

I think you have t5HO lighting. Also I would remove the actinic blue, I know the setup you have and it was designed for Cichlids hense the actinic blue bulbs. I would try and see if you can ONLY run 2 bulbs.

The fish in the tank WILL NOT create enough Co2 for the plants, So Slow down with all that surface Aggitation.
 
try dosing excel, it will help your plants out compete the algae for nutrients
 
depends on your plants, if they are heavy rooted plants then root tabs will help but excel will help further cause you still need a carbon source for your plants.

liquid fertz is kinda up there, it makes nutrients available to both your plants and the algae so you gona have to figure that one out yourself, i would go with the root tabs to be safe. i would dose micro nutrients tho. i like seachem flourish for this.
