Can green terror and severum crossbreed ?
No. As a rule South American cichlids hybridization is incredibly rare and is typically impossible (unlike centrals which are prolific).

Who made that rule?
The lfs in some areas are full of hero's hybrids. I have seen Andinoacara hybrids, Pterophyllum hybrids and Apistogramma hybrids. And I bet there are many more.

Still Heros X Andinoacara will normaly not cross breed. Andinoacara rivulatus and stalsbergi are genetically not very close to Heros because their ancestors were sepperated by the Andes long ago. But I would not be totally surprised if they still did.

I should have specified out of genus. What examples of hybrids out of genus do you have? Only time I have seen was a convict green terror, which was one in a million.
Something about sa cichlid biology keeps them from hybridizing, unlike the centrals. Festaes are one of the only SAs that seem to be able to commonly hybridize.
