Sorry to hear, the guy always seemed to be shady. But when they feed you or anyone a story as he did then you hope and tend to believe them. He is a sorry excuse for a human and I am one who believes in you get what you give. And he has got his coming. The whole story about his father is probably made up also which makes everything he did even that much more despicable.
If you had used a personal credit card ( I am assuming you didn't) you could file with the credit card company themselves (as I did and won). I didn't even dispute with paypal.

That is unbeleivable. Really sucks - sorry man. I had a similar situation years ago and paid through paypal. When I filed a complaint they froze his paypal account until the matter was decided up. This guy had a big shipment coming in and needed to use his account, so he refunded the money to get his account active again. I guess I was lucky.

Can't beleive you try to help out someone who "is in a bind" only to get screwed over.

Did you send the money direct from your bank account through paypal or did you use a credit card. Still may be some hope if you used a credit card.
