Any plastic plants that float will work. Just don't anchor them in the gravel.
that stuff that looks like coontail or milfoil will float for a long time without dying and using up oxygen. It's also cheap, and soft so he won't damage an eye or lose a scale to it when you spook him half to death. Green terrors are cute when they're small, but rather boring when they grow up.
