Hey man, from san diego i see. I'm from Rancho Penasquitos. Chula Vista is a nice area. I went to Aquatic Warehouse 2 weeks ago. They ordered 6-8 arapaimas, all 5 inches each. Looked really good and healthy. Asked the employee if they were being sold. He said no, and that he was going to grow them out to over a foot, then sell. I then called again the next day just to confirm if there was anyway i could maybe take one. He told me that he could probably sell a couple, but for $200 ea/ Which is a really good deal. So try to talk to the employee who brought the arapaimas home to raise them up. And ask if you can maybe strike a deal with him, even if they say that they're not for sale. I"m sure he'll sell to you if you're persistant and patient.
