My pump sends out water faster that it comes in. Not by much but but slowly the water drains.

Your overflow isn't big enough. Fix that, or add a ballvalve to the pump, which will reduce the flow.

Was this always the case, or did this problem just arise?

One solution would be to put a ball valve on the line between the pump and the tank, so you can slow the return flow to the tank...

What is the diameter of your overflow pipe? Just one drain?

What type of pump and flow rating?

The guys above almost certainly gave you the answer, but it's always nice to know the specs so you can determine if it's a "normal" issue or something out of the ordinary.

You threw me off there. Is the water slowly draining in the sump, or the tank?

Your return pipe should always be narrower than you stand pipe. This will solve the problem if you don't want to slow down the flow with a ball valve.

Yeah, just a case of the pump being slightly too big for the overflow...easy fix...get a good ball valve, and cement it into place, you can run a hose temporarily from the pump to the tank, while the cement dries...

and if you want to go really nuts you can pick up a "T" as well and allow the pump to pump full force but just divert some of the water back through the sump again
