Small Sump Problem

If your tank level is dropping then something is wrong with your overflow system. If the sump level is dropping it could be evaporation.
 
Its still not done because the valve isn't working so I need to get better one.

If the valve is installed correctly and you're narrowing the diameter of the return pipe (with valve), the overflow should be supplying more than you can return. Also check to see if you have enough water in the tank. Without enough water the pump still needs to supply the tank via sump water, till it reaches the overflow openings.

Easy way to gauge this is to turn off the pump. Make sure you have maybe 3-4" of water level above pump. And top off the tank water till it's just at the openings of the overflow. So now when you turn on the pump there's a lot less water displacement from the sump to the tank to get into the overflow.
 
Its hard to explain why it wont work. It just cant get the flow of water coming out exact. Say you need the valve to be on 3.5 but it can only go on 3 and 4. There arn't actual numbers on it thats just an example. But I hope explained clearly enough.

did you use a ball valve?

your flow should never match. Your overflow should always be able to flow more than your pump can return.

What kind of overflow is it?
 
It can but if I do that wont the water in my sump rise? Its just a little DIY overflow made out of a milk carton.
