not sure if I would use non-iodized tablesalt or Epsom salt, but s for Melafix, you can pick some up tomorrow from your LFS. DO you have a good strong UVB light?
I don't have a uvb as I believed they didn't need it . He is near a window so in the day gets full uv .

that's an not acceptable form of UVB, the UV light from the sun that actually GETs to the turtle is minimal if any as it is filtered by the screen, glass, tank, etc. ALL turtles should have a 10.0 or 12.0 UVB simply because the 5.0 UVB barely penetrates the water surface. I bet $$$ his medical issue is because of a lack of UVB, which prevents them from producing Vitamin D3 which THEN prevents them from absorbing Calcum regardless of how much you give them, so this would be the perfect explanation for why his is having shell issue. Calcium is essential for turtles shells and strong bones, and I'm afraid if you don't get him under a UVB, it will lead to a severe calcium deficiency and eventually Metabolic Bone Disease - a horrible painful way for an animals to die, which is incurable and disfiguring.

Whoever told you putting them "next to a window" was good enough UVB should be beaten senseless with a wet noodle

Fly River turtles are fully aquatic and don't bask . Uv even in the form of uvb bulbs doesn't penetrate water as far as I'm aware
 
Also where the carapace has peeled it had some small holes but the carapace looks in good condition except for that

Dude, I been doing this stuff for 30 years.

Bottomline is, if they are Diuranl or Crepuscular, they need UVB. Only nocturnal animals don't utilize UVB. I recommend UVB even for Snapping turtles and Softshells and Mata matas. IDC, its a turtle in captivity, it will be 10x healthier with a UVB to process calcium. In the wild things are different.

How do you think you can still get sunburn on your body when you're swimming for hours and only your head is above water? It's the UVB/UVA rays penetrating the water, but that is direct - not filtered by anything.

You don't have to take my advice, but w/ an expensive and protected maybe even endangered species like FRTs, I would be taking NO CHANCES.
