Is it safe to handle as soon as it falls off? I remember reading somewhere that it isn't, but I cant find it. Am I dreaming?

If it no longer has any skin on it you should be pretty safe, but I would still try not to puncture yourself with it. Even if it is still covered with flesh you should be alright as long as you don't give any venom that may remain a way to enter your bloodstream- don't cut yourself with it.

When the ray I sold you first shed his stinger it still had a bit of skin on it and I swear when I was fondling it, it made my hands feel slightly tingly!

I've had the exact same experience bro. I can't find the reference, but a shed stinger will still inject enough venom to do some damage.
