Should I still be trying to feed 2-3x daily if she’s not taking it?

If she has hip bones sticking up then get her eating as priority #1. If she has even a little fat then she will be fine for a few days. She doesn’t look skinny from the small amount I can see if her in the pic. Hard to tell without a back end and/or tail pic. Sometimes less is more with new and/or stressed rays. She doesn’t have to eat right away but missing even a little of that extra food can cause an issue.

Once you get her eating, up the feedings accordingly for what you want to feed.

Here’s the best picture I have of her since I keep the lights off and don’t wanna stress her by flashing pictures. Her hip bones aren’t showing, but she does have a slight indent in her forehead which i’ve read isn’t a good sign. Other than that she’s got decent size on her. Not very active at all though.

was there a big difference in PH where she comes from and where she is now?

Was she acclimatised properly?
 
Update: She has passed, I found her this morning. She did have more of the white marks on her under side.

So sorry for your loss. Poor thing.
I don't know anything about rays but I'd venture a guess this was ammonia damage from shipping. Assuming the fish was in good condition when placed in the shipping bag, there's nothing else I can think of that can show such damage that fast besides ammonia.
