On the other hand not allowing live ray export is equally dangerous for the species.

That works out to 1 football field per second....It is currently estimated that at this rate 50% of the rain forest will be gone in 12 years. What do you think this massive loss of habitat will do to all Amazonian species, let alone the gloabl weather systems and ocean currents that the Amazon controls

They also allow people to kill any rays just to keep beaches clear of them on the river where people also like to bathe, but they are not alowed to sell them alive.
They are allowed to kill a ray to eat it but not export it alive where it would fetch 50X the money and feed a family for a week instead of for one meal.
The balance of the equation is all out of kilter
When released, this year's quota is already announced as double what it was last year, and it includes pearl rays and Eclipse rays which it did not last year.
If IBAMA officials were not so badly paid they would maybe feel less interested in accepting money to allow some large exporters to ship rays ex-quota.
A lot of politics and personal greed is involved in this and all is not quite as it seems .
