On my freshwater tanks I use 3x turnover rate as a guide. If you need more current you can either increase the pump size or use power heads. I have some pretty heavy stock levels and 3x has never failed me.
 
Maybe aim at getting a 50-60gallon sump and a 600-700gph pump, the hight of the tank lowers the flow of the pump and some have a maximum head hight, meaning that they will not pump higher then sal 5 feet up. So going with a 600-700gph you will be giveing yourself a bit of slack for that giveing you that magical turnover rate that your after.

Rule of thumb, 1/3 of tank size...so 40g -55g
