Your looking for hydrogen sulfide, and you tank would likely have an unpleasant odor to it if you had a problem...I've never had this problem though so I'm just going on what I've heard/read.

You'll have to have a lab test it. Look up water quality labs and take them a water sample.

If you get an RO unit, all of your troubles will be over.

Thanks for all of the help I just have one more question the flow seems strong for the discus is there a way to solve that?

If the media cartridges from the Whisper will fit in the Penguin, move them and just use the Penguin. If not, put filter sponges over the intakes to restrict them slightly (temporary solution).
