Here is how I would personally do it.
Keep the cats and pleco you have in it now. Don't do anything to the water, for 1 week. Check the levels of everything. Don't do anythign to the water for another week. Then check the levels. Then I would add 1 fish and wait a week. Check the levels. Then add 2 fish, waita week, then add 2 more fish.
You can also do 1 fish every 4 days or so. Keep in mind. You don't need to do a water change, if the levels are below 40ppm for nitrates. Assuming that your amonia and nitrites are low as well.
As for your algae, make sure your lighting isnt on for more than 8-10 hours a day during this cycling. Also any plants you want to add will be beneficial at combating the algae. Also it'll keept he nitrates low.
** I know thinks like metals, and other disolved solids from tapwater, will need to be replenished. However I feel it would be better for you to not mess with the water as much as possible, until you can make a stable envoirment.
Moral of the story. Don't do a water change, unless you either have amonia, nitrites, or nitrates above 40. While you're setting up a tank.
