Tank with Just Sand.

Will I be able to put red bellies in a tank with just sand. No plants, rocks, or anything. I like the bare look.

It would more than likely stress the heck out of them.
The plants and wood/work makes them feel more secure, especially when they are young.

just give them something to hide in/behing. Piranhas are skittish. They usually need a hide when they're young. Some people may disagree. RBP's as a whole are incredibly hardy though, I don't know if stress alone would kill them.
The only piranha I've ever heard of stressing to death is S. manueli.

Maybe pick up several clay flowerpots of various sizes from HD until you can afford to scape the tank?
