anyone know anything about this? Is this tb?

It looks more like severe starvation to me - has it been eating/attempting to eat at all?

Well, if it’s been eating but not gaining and looking that way, it could very well be mycobacteria (TB) and is showing all the signs. Hard to tell since you don’t know the history of the fish.

It was kind of you to buy it but personally, I think it’s a long shot if you can save it from either extreme starvation or if it’s actually TB, there’s almost no chance
 
if it won’t eat at all, you can try and force feed it but it’s invasive and takes a bit of fortitude on your side.
