For your personal safety, no you don't have to worry about it. You can't detect it by putting your hand in the water, which is why you need the multimeter ($5). For your fish, that is a different story. I can't say that it has negative effects on all fish, but it also shouldn't be assumed that it is harmless to fish that do not show outward symptoms.

In the old days, GFCI's were ultra sensitive and would protect against low voltages. Now they are made so cheaply, you can get a heavy jolt before some of them trip. I had a pretty good quality GFCI (so I thought) and was certain it would protect down into the millivolts. I was wrong. When my oscars and arowana developed HITH, I scrambled at every remedy. Only when I discovered that stray voltage could cause it, did I think to measure for it. When I found out that it was my problem, I rigged the grounding probe and retested. It made all the difference in the world. The voltage measured at zero and the fish improved. My red oscar was too far gone and continued to deteriorate. My tiger oscar greatly improved but died months later. My arowana made a full recovery.
 
Wow, the reason I asked was I went with a friend to a safety seminar (she works for GM), I had nothing better else to do with my day off plus she was buying me some fish!! They had a little chapter about electrical safety and they were saying that alot of people get electricuted because of frayed wires in there fish tanks. They were evening talking about the high number of people that died. I have never heard of anybody dying like that but just the other day I switch on the light to my 30 gallon and I got zapped pretty hard!, and my stupid ass didn't know what it was and tried it again and got zapped hard again. It was enough were all my muscles tensed up and I skipped a breath. I threw the light straight in garbage!
