It would be 30-50 tetras in addition to 13 fish that will soon be 8-10" long in a 75g.
I've given up on giving stocking advice in regards to quantity, people have predetermined mindsets and are difficult to sway on how many fish they keep in a certain tank so I concentrate on making sure that if a tank is going to be overstocked, it's done with the right fish.
Peathenster is definitely correct with how many are planned for this tank though, however the extra bio-load of a reasonably sized shoal of Tetra isn't the concern, and if I was to give advice on the tank as a whole I'd be mentioning the large number of Eartheaters, but the lack of a decently sized colony of any one species.
As per my previous Tetra advice, any of the larger growing high-bodied
Hyphessobrycon sp. should do reasonably well in the tank. However, with that many fish in there, as well as possible aggression between Cichlids, there's not going to be a great deal of room for them to properly and comfortably navigate the tank with decent social structure. It will be patchy and probably not as fantastic to watch as a tightly knit group confident in their ownership of a certain region of the tank.

I think lach's intended meaning was that I keep Tetra successfully with my Eartheaters, however you raise a good point about my 75G, which will very soon be a 125G 60x24x20" without any additional fish purely so I can have a little more width for the Eartheaters, but an extra 9" of width means the Tetra have a bit more manoeuvring room if the Eartheaters decide to have a play in the mid-levels of the tank.
