These are some good basics. Also check out more fish from the cryptoheros genus, like cutteri or others, as most stay small.

With the crytoheros species, are a couple of pairs of Honduran Red Points a good direction to take? I know they are similar to convicts, but stay a bit smaller (right around 5 inches) and are typically a tad nicer, too. Not that I necessarily think a community tank would be feasible with HRPs...(OR MAYBE IT IS?).

what about a pair of Australoheros oblongum....:D

What about jewel cichlids. I know they are african but they are kinda cool

firemouths, surinamensis are cool, i think green terrors are cool but some of these will be agressive if you want color go with a pair of dawf ram

I think that 2 pairs of HRP in a 30 gallon wouldn't work out long term if your goal is to breed. There will not be enough room to stake out their own space. Get a group of 6 juvies, let them grow up and pair up, then remove the others.

Then what should I do with the others once I get a single breeding pair (euthanizing them or buying another tank aren't viable options for me ATM)?

You can sell the others or trade them in the LFS (although another tank is the best answer ;)).

A 20L is a 20 gallon long tank. Footprint is 12"x30" - same as a 29G, but not as tall.

I think you're on the right track. A pair of a nice convict variant is the way to go. Give the fry away to a LFS and maybe you will get some store credit.
