Is there any chance that it may be an Acara? and not a GT at all??

from scale coloring I am saying female. their bodies are more drab and seem to lack the bluish green tint that males have.

has she spawned at all? that might be your problem. if not, then just be patient as they can grow slowly.
 
It's definitely a green terror.

start it on a small pellet, its easier for it to get the food and should also make cleaning easier. i have had good growth using both hikari cichlid gold and tetra prima (aka tetra diskus its EU name).

you could also try 2-3 smaller feedings a day. i used pellets in the morning, bloodworm in the afternoon and either one of the following for evening just before lights out: algae wafers/frozen bloodworm/pellets/earthworm pellets.
i get about 1"/month using this schedule. but genetics play a role too.

TrikkyMakk has a point too, if it is female and she has spawned then its going to take a long time for growing her out.
 
Might want to think about adding higher doses of protien to it's diet. It might take a real longtime growing a large fish on flake and lil' shrimp. How much of this food reaches the fish and how much actually gets sucked up by the filter increasing your chances for poorer water parameters. I'd suggest Hikari Massivore or Carnivore depending on his/hers size - both have help greatly with grow rate.
