from scale coloring I am saying female. their bodies are more drab and seem to lack the bluish green tint that males have.
has she spawned at all? that might be your problem. if not, then just be patient as they can grow slowly.

TrikkyMakk has a point too, if it is female and she has spawned then its going to take a long time for growing her out.
Might want to think about adding higher doses of protien to it's diet. It might take a real longtime growing a large fish on flake and lil' shrimp. How much of this food reaches the fish and how much actually gets sucked up by the filter increasing your chances for poorer water parameters. I'd suggest Hikari Massivore or Carnivore depending on his/hers size - both have help greatly with grow rate.
i got a gt just around the same size too. he isnt growing either. people did tell me they grow slow though.
