Poor dog's lucky Captain Underpants was there - there were clearly plenty of people willing to stand around wringing their hands and wailing as they watched it drown, including the owner. wth? Standing there like a useless git while some stranger peels and jumps in to get your dog? You let the dog in the water, go get him out!
If the little dog had been on a thrice-damned leash it wouldn't have been in the drink.
