Is there anyway it could be disease, water perimeters or a deficiency? I don't see what he would gain out of this? Is it a cultural belief or fashion? I'm just confused as to why anyone would do this if it's deliberate?

Not sure why anyone would do this. The tank is over crowded and the fish are in terrible shape. This guy really shouldn't own fish.
