Raw foods are going to be best. Don't feed too much shrimp because it contains thiaminase. Tilapia is a good staple fish filet. Squid are sold in the seafood section of your grocery. You'll need to remove the quill and give them a good rinse before feeding. The garlic soak is sold in the LFS. I use the seachem one, though I've never had to use it in my freshwater tanks at all. In the past when haveing a troublesome eater like this ie been on feeders i starve them for 2-3 weeks and when they are hungery they will eat anything and they soon learn to eat what is given to them,but everyone else has given some good ideas to but if he is not eatting this dont leave it in there if not eaten in a few mins take it out as you tank is quite small:)
 
It might be worth it to try earth worms too. Since he likes live, he'll probably be more reluctant to go after something thats moving. I would usually take a worm and some raw tilapia or shrimp in a cup and swirl so the worm flavor gets on the raw fish. Dump them in at the same time and try to get them near each other...when he comes over to get the worm, he'll grab everything. After that mine would eat any raw seafood I threw in the tank.
 
mine wouldnt eat anything except for live feeders, it took him forever to grow from 2in to 4in, about 4 or 5 months. then i found frozen smelt in the fish store for 4 dollars a bag and use that to feed my fish.... they love it and go crzy, hes grown about 8 in in 2 months so hes about a foot now

thanks for all the advice put in some more sprats the other still no intrest going to try garlic like advised and raw king prawns would live prawns be an option as i live near a estury teaming with river shrimp some large 3-4 inch
