Trout tank or pond?

If you could put the underground cistern on a closed loop with the tank (like a sump), you might be able to use it as a chiller.

The oxygenation issue did come to mind, but a aerator would solve that, though the maintenance did not occur to me.
Pumps are a thing I guess, and with the right filtration particles can be kept suspended which lets them be caught in the filter.

Nah, you just put an air stone, and a couple power heads in that. Obviously this wouldn't be very good to view the fish, but it may work for a backyard aquaculture operation.

Yeah, that's what else I was thinking, just circulate the water from the cistern to a pond. I'd still want to cover the pond mostly, to prevent the sun from warming the water too much.

It won't solve the issue completely because of the small surface area.....Oxygen primarily enters the water via the moving the surface of the tank that makes contact with air, not actually via the bubbles released by an air pump let's say. So a tank like that will be very difficult to manage due to low oxygen levels...

If you don't fill it to the top, you can have plenty of surface area, air exchange might be an issues, though
