Are there any FULL Freshwater puffers that stay small (10" or less) and can be housed in groups? Thanks in advance for any help.

It all depends on what your looking for. There true freshwater puffer that are overly aggressive and some that are somewhat compatible with tank mates and its own species.

Size: Up to 8 inches.
Aggression: Low as juveniles to moderate/high as adults- will eat other fish species of all sizes and is a very avid fin-ripper
So does this mean you can keep these together in pairs?

Not really, if its high...then they may or may not fight in their adult time(its a hit and miss). If you choose to keep them together, its best to have lots of hiding structures and lots of space as they are a solitary fish in the wild and doesn't like to share their territory with any moving object around them.
how about dwarf puffers they are quite small but full fresshh and you can keep small groups in big enough tanks
