that tank is waaay to small.... by the looks of it, looks like a 20 gallon, maybe 29? the water is severly dirty... i bet the turtle is stunted to... feel bad... but hope you can rescue him!
 
Yea I let her know I will be picking him up Friday. So are we for sure its a red ear slider

That does not mean she is doing something right. These animals have an amazing ability to tolerate even the worst care. He needs a tank with about 10 gallons for every inch of shell length, a strong filter, a heat lamp, and a Uvb/uva lamp.
 
So went to pick the turtle up and his shell looked bad, tell me what u guys think. And a full tank shot befor and after

Ok so I have the basking light I just need to get the uv light. How long before it gets better?

He will never get better. He has been stunted and it permanently disfigured. You can however increase its life span by lowering the tank to about 1/2 full, get rid of the powerheads and glass top, and get a screen top with the proper lights. Balanced diet of crickets, adult turtle pellets (use these as the staple), algae wafers, lettuce, and occasional fruits are necessary.
