Not only getting a larger tank is the problem its keeping the larger tank clean. You have to upgrade your filter. Because a 20 tall is weak. A small musk turtle is OK but dont think about leaving him in that tank. if u think turtle think big. I have (4) 40 gallon tanks I give people who think 20 gallons can house any turtle. Very confusing some times.
My advice get the turtle you want when you get that 55 gallon.

haha by the question any hatchling/juvenile of 2 inches or smaller could live in there till you upgrade...but in all seriousness I would say musk turtle and then up grade as it grows due to it being a relatively small turtle to begin with it will be ok in that tank for a while till you figure out your upgrade situation. I understand that you have a 20 gal tank laying around and want it used but I personally prefer to look at a specific creature that id like to care for and buy a suitable final habitat right off the bat. It saves you from spending more money on various size enclosures to upgrades as well as prevents you from haveing spare tanks laying around that youll want to fill again later. Ideally if I have a tank not in use and want to fill it I choose an animal that i enjoy looking at as well as am capable of caring for that will be happy with that tank as its final home. THis goes without saying that upgrading to larger tanks later is not a wrong choice/ method it just seems impractical to me that is all. If you agree with that logic maybe look into an animal that would be happy living its life out in a 20gal tall...
I keep musk turtles...got 4 of them in a 100 gallon long tank right now. got them with a 15 serpae tetras, 14 black skirt tetras, 10 tiger barbs and 5 panda cory catfish. they leave the fish alone. my smaller ones come out and just sit on the driftwood I have floating in the tank more than the bigger ones, but ever now and again the big ones come up, too.
If the musk turtles are the same I'm thinking of (little black turtles with white or yellow stripes) there's a reason they're nicknamed STINKPOT turtles! Whew, they smell like roadkill! They are ridiculously adorable though, my ex used to catch them from the lake he lived on. They're a real nice turtle though.
Mud and musk turtles are also not the strongest of swimmers, so if you're putting them in a 20-gallon tall, I wouldn't fill it but halfway. And/or provide some sort of structure that they can climb up for air.
