Hey I can't get a great look at it, but is it possible that the area you have for basking should be a little more accesible for the turtle? It kinda looks like a small area, and maybe something a little wider may encourage him to come out more. Also, I am aware that these things can get themselves into some pretty weird basking spots, so I'm sure it's not the main reason, but I thought maybe it would help.

the turtle is really small and in his old tank he had a turtle dock that he never used it
