Volt reading in tank water

So I touched the water in my tank yesterday and I was surprised to feel my hand and forearm start to vibrate. So the first thing I do is unplug the heater and touch the water again. No shock. Hours later I plug it back in and feel the water. No shock. Today I get up and it feels like theres a current again. I unplug the heater and theres still feels like a current. I tested it with a volt meter and get .7Vac.

So is it the heater still and the tanks holding the charge even after its unplugged or is it something else. The only other things running are a light and 2 XP4s. I also have cloudy water for no reason. Could that be caused by electrolysis?

Yeah. I hung an all-steel paperclip deep into my HOB and wrapped an old insulated wire with stripped ends around the part hanging out. Then I just plugged the other end into the grounding hole on my wall. Ta-daa. A little electrical tape to smooth things over, and I'm grounded.

But I would try a few more times to locate the electrical leak. It could get expensive to charge the earth around your house everyday...

Thats very true. I tested it again turning off each thing seperatly to see if there was a difference. When I turned the light on the meter jumped to 1.7Vac. When unplugged the meter reads 0.0. I guess it was the light but I dont understand if the lights not touching the water how is it electrifying it?
 
Wow. That's a noodle-scratcher! Is there any metal-to-metal between the light and the tank?
 
Wow how weird... The light?! Is any part of the light shell touching the water? And no I dont think electrolysis would happen that quickly maybe one of your XP4s is stopped?
