I think thats a good idea. The safety of your fish is not nearly as important as the safety of your family & home. Just like anything else, if he wants big money, get a second opinion.
Maybe your light has static current... even if it doesn't touch the water it can still deliver electricity to the water... your light might have two wires which almost touch each other... better change your light's wires...
