Bury the pond half way and use the dirt to insulate the sidess, if the powers that be will ok it. It will help alot in stabilizing the temps.

Schools of comets and other g.fish that swim alot.

Due remember that the cats have really pointy barbs and it is a plastic pond. (yea...experience talking here). They were lg. channel cats and I spooked them.

Bullhead cats. Any natives can go in with them. Some type of loach that I can't remember the name of.

Dojo loach, also called weatherfish

An Arowana wouldn't be too aggressive for Koi ?

I have a koi pond with those and comets . I think you should just stay with the koi and get some fancy goldfish though so you dont have to worry about catching them in the winter

I use to have an array of beautiful goldfish until I added some koi to the mix, everything was cool for the first year or so however, until I started noticing that some of my goldfishes were losing their eyes. That Koi eventually killed the other koi mates and left many of my fancy goldfish with their eye balls sucked out. :-(
