The Tor network is commonly know as the Dark Web (or Black Web, there are a few different names referring to the same thing), so there are a lot of precautions that someone would need to take before and when using it.
As far as I know it’s legal to use tor and to view most items on the dark web. The only illegal thing would be to look at such things that are illegal which I’m not going to name.
No you can use it for normal web browsing perfectly fine, there are sites with illegal content though but as long as you avoid them you will be fine. As far as a search engine yes, you can use any search engine you like or you can use a specific onion search engine that will show "Dark" sites that are only available though Tor ( .onion sites)
