Catch the cat in a save-a-heart trap and hand it back to your neighbor, worked for me and we where still friends.
Could wet the cat down then take it back a say you saved its life.
If all else fails, catch cat, cat disappears (to good home of course).
Problem half solved.
Like midnight said, screen, fruit tree netting or monofiliment strung up around tanks/ponds solves the rest...

Very annoying considering that my monster fishes don't like them. Also, PB can punch holes through the netting. I picked up a 13 inch female PB that was quarantined from the outside of it's tank yesterday. Fortunately, it looks like it will survive.I'm about a couple of hundred miles South of 60 miles South of Tampa
Forgot to mention about the problem with frogs. Somehow they can sneak under those nettings and lay eggs. You may have hundreds of tadpoles swimming with the fishes after heavy rains.
Midnight's fish deaths may be PH shock induced. Don't know about your water but the tap here produces H2O with PH higher than 8.8. I've learned to age the tap water with airstones to allow the PH to drop to around 7.6 before using it with my fishes.
I hear ya about the tadpoles, I've got them in almost every drop of water I have (actually my are toads).
What kinda of netting are you using? Maybe you need chainlink fencing. Electrified ? I've never had anything breakout before.
I always wondered if I could keep walking catfish?
